I think what he meant is that we the people allow this to go on so we must obviously be okay with it sense we aren’t doing any real thing about it.
People will only seem to really care once the situation boils over into their face where they can no longer ignore it. But because people are too busy doing normal things, seems it’ll have to go down like that.
